VPN Use for Illegal Activities Declared Un-Islamic by CII Chief

CII Chairman Dr. Raghib Naeemi Explains VPN Use

Dr. Raghib Naeemi, the head of the Council of Islamic Ideology (CII), said that using VPNs for bad purposes is “un-Islamic.” VPNs are tools that allow people to hide their location and access blocked websites. He explained that using VPNs to harm others, break laws, or spread false information goes against Islamic teachings.

What is Considered Bad Use?
Dr. Naeemi said that using VPNs for activities like:

  • Visiting bad or immoral websites,
  • Speaking against the country’s security,
  • Spreading lies or false information, or
  • Hurting someone’s reputation,
  • is not allowed in Islam. These actions are harmful and can create problems in society.

What is Considered Good Use?
Dr. Naeemi also said that not all VPN use is bad. If someone uses a VPN for positive purposes, like:

  • Education
  • Work or communication
  • Sharing good and useful messages

then it is allowed. Even giving helpful criticism is fine, as long as the VPN is registered and used responsibly.

VPNs Are Like Loudspeakers
To explain further, Dr. Naeemi compared VPNs to loudspeakers. Loudspeakers can be used to share helpful messages, but they can also be misused to spread hate or create problems. When loudspeakers are used the wrong way, they break the law and become punishable. Similarly, VPNs can be good or bad depending on how they are used.

A Big Concern
Dr. Naeemi shared a worrying fact: every day, people in Pakistan visit 15 million bad or immoral websites using VPNs. These websites include harmful and illegal content. He said this kind of activity is wrong and needs to be stopped.

Why VPN Use is Growing
Many people in Pakistan use VPNs because some websites, like X (formerly Twitter), are blocked. VPNs allow people to visit these websites. However, VPNs are also being used to watch bad content or do illegal things.

Actions Matter More Than Tools
Dr. Naeemi explained that VPNs are not the problem; it is how people use them. He said actions that cause harm and happen often become a serious issue. He urged people to think carefully before using technology in ways that harm others or go against Islamic values.

Dr. Naeemi’s message is clear: VPNs should only be used for good purposes, not for harm or illegal activities. He encouraged people to use technology responsibly and in ways that help society.
